Peter Davies - SAICE PMCD

Owner: Peter Davies and Associates

Peter is a Civil Engineer with 45 years of international experience in the construction industry, particularly in Sub-Saharan Africa. He has held various executive positions, notably spending almost 30 years with Aveng Grinaker-LTA. He currently runs his own company, offering diverse services to the construction industry, and is an alternative dispute resolution practitioner. A career highlight for Peter was constructing a 146 km road in a remote desert area of Ethiopia, from Gewane to Mille – a section of the main road between Addis Ababa and Djibouti. Successfully completing the project required overcoming significant logistical challenges, including an asphalt plant falling into the sea during off-loading.

As SAICE PMCD Chairperson, Peter wants to continue with the Strategic Initiatives developed in 2024 and 2025, with a focus on retaining and growing membership and driving collaboration with Industry Stakeholders.

Taka is the Managing Director of the Fasford Group, an infrastructure advisory and governance practice supporting local government, state-owned entities, and public-sector institutions across South Africa. He specialises in infrastructure planning, project governance, and institutional capacity building, with a strong focus on improving municipal service delivery and project execution.

With extensive experience in executive leadership, project management, and corporate governance, Taka works closely with municipal leadership, technical teams, and boards to strengthen delivery systems, enhance accountability, and translate policy objectives into sustainable infrastructure outcomes. His work spans human settlements, transport, water, and municipal infrastructure programmes.

Taka is passionate about infrastructure as a catalyst for economic growth and social impact, believing that well-governed projects not only deliver assets but also restore public trust and improve community quality of life. He is actively involved in mentoring professionals and contributing to industry thought leadership.

Notably, his recent work on the Rail Balloon Construction Project, executed using BIM and digital transformation techniques, highlights the power of collaborative innovation in civil engineering. Andile advises those starting out in construction project management to embrace continuous learning, adaptability, and resilience. Andile enjoys watching F1 and MotoGP races, cycling, fishing, and golf. These activities fuel his creativity and focus. He stays updated on industry trends through continuous learning, research, and CPD-related training, often leveraging AI tools.

Dr. David Jakwe is a registered Professional Construction Manager with the South African Council for the Project and Construction Management Professions (SACPCMP), bringing over a decade of experience in managing large-scale civil engineering and infrastructure projects. He currently leads as Head of Department: Construction in a well-established construction company based in Durban, with a strong focus on strategic delivery, procurement, and quality management. Dr. Jakwe is also a certified Project Management Professional (PMP) and serves as a mentor with the Project Management Institute (PMI) South Africa Chapter, where he is committed to developing the next generation of project leaders in the built environment.

Nontobeko is an award-winning, dually registered Professional Engineering Technologist (ECSA) and Professional Construction Project Manager (SACPCMP) with over 18 years of experience in infrastructure project delivery. Her career highlight includes the upgrading of the R573 Moloto Road, a flagship project through which she strengthened both her engineering acumen and project management expertise.

She actively leverages platforms such as LinkedIn to remain abreast of industry trends and innovations, recently engaging with Excelize’s insights on construction technology advancements. Renowned for her strength in stakeholder management, Nontobeko considers it a cornerstone of successful project delivery.

She encourages emerging professionals to embrace complex challenges and actively seek mentorship as a pathway to skills development and career growth. Nontobeko currently serves as the Portfolio Lead for the Sustainable Infrastructure Working Group (SIWG) within the PMCD Committee. She is committed in addressing systemic challenges in the South African construction sector by advocating for integrated planning and socio-economic development through effective stakeholder collaboration.

Marcus is a highly accomplished professional with nearly two decades of experience in civil engineering, infrastructure development and project management. With a proven track record of success in both the public and private sectors, he has made significant contributions to numerous high-profile projects, leveraging his expertise to drive innovation, efficiency and excellence. He is a respected leader, strategic thinker, and mentor. For the SAICE PMCD committee, Marcus assists on the SAICE Infrastructure Working Group sub-committee where the team is developing the approach paper for the next Infrastructure Report Card.

Steven Kaplan joined the SAICE team as the COO in April 2013. He took over as the Acting CEO from September 2018 to March 2020. Steven was appointed in April 2022 as the President-Elect 2022 and then inaugurated as President in 2023. Steven has been a member of the SAICE Council and Executive Board since 2022.

Steven is a graduate of the University of Cape Town, holding a BSc (Hons) in civil engineering. Steven’s career spans 50 years, starting out with civil infrastructure design and structural design of buildings and bridges during which time he built up extensive experience working on numerous multidiscipline and infrastructure projects, with particular focus on construction and project management.

The unique focus of Steven’s service to SAICE in 2021 and 2022 was as the project leader coordinating the technical infrastructure researchers, the collation of data and the drafting of the context leading up to the publication of the fourth SAICE Infrastructure Report Card IRC in November 2022.

Steven is providing an ongoing mentoring role for young civil engineering graduates within the institution. He supports their career growth and development with guidance and advice towards professional registration and encourages leadership opportunities within the institution.

I’m a result driven professional with over 5 years of experience in the civil engineering industry. My diverse career spans academia, industry and project management. I have a background as lecturer assistant at the University of Johannesburg, I worked as project management for different companies and I’m currently a Lab manager for langa Geotechnical service involve in road construction project worth R236M at the eastern cape also ensuring quality standard as Quality manager at Standing group.

My passion for strategic management changed my vision on what should be the most important thing as project manager. We not only rush to the deadline, but we ensure that quality remains the key element that will lead us through innovation and solution.

The project management triangle guides Gift in managing risk and change, crucial for ensuring a project delivers a quality final product. Her standout project was the Bloemfontein SAPS: Radio Technical Building, completed in seven months despite facing numerous frustrations and delays from consultants. Gift is an avid reader and researcher, particularly interested in artificial intelligence and technology’s role in fast-tracking construction projects. For newcomers to project management, Gift advises passion, commitment, focus, finding the right mentors, and giving back to the community. She emphasises the importance of boldness and morals in the challenging construction industry. As a professional engineering technologist, researcher, and infrastructure engineering and advisory expert, Gift believes it’s crucial for built environment associations to engage with the government on infrastructure budgets to improve infrastructure, attract investors and create economic growth. She advocates for robust discussions and a platform for sharing experiences without intimidation.

Charlotte Phasha

Charlotte Phasha is a Civil Engineer and Project Manager with nearly a decade of experience across the private and public sectors, specialising in municipal infrastructure delivery and buildings. She has broad expertise across the full project lifecycle, from planning and design to construction monitoring and project management, with a strong focus on enhancing delivery within the public sector.

Charlotte currently serves as a Construction Project Manager at the DBSA, within the Infrastructure Delivery Division, where she supports the planning, implementation, and oversight of public infrastructure projects.

Beyond her professional role, Charlotte is a committed advocate for advancing the engineering profession. Charlotte has served as an Executive Board Member of SAICE and Chairperson of the SAICE Johannesburg Branch. Her contributions have been recognised through multiple awards, including SAICE Young Engineer of the Year 2023, SAICE PMCD Young Constructor 2023, and being a finalist in the Women in Engineering and Mining category at the Women of Stature Awards 2024.

Ashwin is a project executive with over two decades of leadership experience in capital project delivery, project governance and assurance, project systems, capital deployment, and project risk management across capital-intensive industries. He has held senior positions in the Mining and Consulting industries and is currently providing technical assurance on a global portfolio of projects. He keeps abreast of global trends in project and construction management, and his advice to newcomers in project or construction management is to pursue their passion with dedication and gain experience over time. He highlights the wide range of possibilities in the civil engineering field, both locally and globally, suggesting that graduates may not initially be aware of all their options.

O’Neal Gracious Ngwenya

O’Neal Gracious Ngwenya is a Candidate Engineering Technician with over seven years of experience in the civil and construction industry. His experience includes involvement in road, building, mining, and industrial infrastructure projects, with exposure to project administration, tendering processes, and quantity surveying support.

He is currently engaged as a civil contractor on a substation upgrade project and also contributes as a Steel Structure Design Engineer, gaining valuable experience in both site execution and technical design. This combined exposure supports his ongoing professional development and commitment to sound engineering practice.

O’Neal serves as the 2026 Lead for Awards and Events within the SAICE PMCD and is actively supporting initiatives to revive the SAICE North West Branch, with a focus on member engagement, knowledge sharing, and professional growth. He is committed to contributing positively to the engineering profession and the development of young professionals.

Thabiso Mokwena

Thabiso is a civil engineer currently serving as the Engineering Manager for Bulk Infrastructure at the University of Pretoria. In this capacity, he oversees the complex lifecycle of water, sewer, stormwater, and road infrastructure projects that are essential to the university’s operations and growth.

An MEng candidate in Innovation and Technology Management, Thabiso bridges the gap between traditional civil engineering and modern technological integration. He is a member of the Future Leaders Panel subcommittee of PMCD, where he is dedicated to mentoring and advocating for the next generation of engineering talent.

Nonkululeko Radise

Nonkululeko Radise is a UCT Project Management graduate, Civil Engineering (Hons) graduate from Wits University, and an MSc in Engineering candidate. She is an ECSA Candidate Engineer and a SAICE member, with professional experience in civil infrastructure consulting and construction management. She served as the YLC Ideal Entrepreneurship Co-Head of Pillar, is the CEO of Izinkophe Trading and Projects (a construction company specialising in renovations, interior design, and landscaping), and the Founder of JNR Foundation focused on youth development. Nonkululeko actively facilitates STEM engagement and empowerment initiatives, is a nominee for A Seat at the Table under Perseverance and Resilience, delivers CIDB-aligned skills development training for SMEs, and frequently serves as an MC for construction and industry events. Her passion for world development drives her commitment to skills development, leadership, and creating meaningful impact for the youth.

Blessing Ndlovu

Blessing Ndlovu is a Senior Engineering Technician (WSA Projects) with over twenty-three years of experience in infrastructure development across both the private and public sectors. He spent eight (8) years in the private sector working with Consulting Engineers and Project Managers, where he was responsible for infrastructure development planning and on-site supervision.

In 2010, he joined Newcastle Local Municipality, where h has served for fifteen (15) years as a Senior Engineering Technician (WSA Projects). His role focuses on strategic management within the Water Services Authority, including Water Services Development Planning (WSDP), Water Conservation and Water Demand Management (WC / WDM), municipal by-laws enforcement, and Safety Water Committee. In 2012, the WSA achieved Blue Drop water Quality Status with water quality compliance exceeding 96.6%, and in 2013 I contributed to the Municipality attaining third place nationally for a WC/WDM initiative. In 2022, our team was recognised as an outstanding nominee for the Bentley 2022 Going Digital Awards for Madadeni Wasterwater Treatment Works.

He oversees Advanced Bulk Infrastructure Projects within the Development Planning and Human Settlements (DPHS) directorate serving as the Civil Engineering Verification Official for future planning initiatives. He supports infrastructure dispute resolution as an IMATU Shop Steward and is a PMSA-registered Project Manager, a member of IMESA, WISA, and PMSA, and a SAICE-PDP Mature Candidate. He currently serves on WISA voluntary committees and has been nominated to lead the PMCD Subcommittee under the Education and Training (E&T) portfolio for 2026.

Boipelo Motlake

Boipelo Motlake is a certified project management professional with over 10 years of experience in the civil and construction sectors, leading multidisciplinary teams to deliver water and sanitation infrastructure across both public and private sectors. She is currently completing a BEngTech (Hons) in Water Engineering and is transitioning into the water engineering design space, with a clear focus on becoming a water engineering specialist.

A Candidate Engineering Technologist (ECSA) and Candidate Construction Manager (SACPCMP), Boipelo is actively advancing toward professional registration and is committed to technical excellence and leadership development. She contributes to the SAICE PMCD Education and Training, Marketing, and Future Leaders Panel Subcommittee, supporting the growth of emerging professionals. Boipelo remains engaged with industry developments through continuous professional development, the SAICE Magazine, and professional networks.

Nomsa Busakwe

With 16 years’ experience as a project manager specialising in roads infrastructure, Nomsa has successfully managed to complete notable projects such as the K15, R511 and N14. Her experience spans project planning, contractor and consultants management, quality control, process implementation and ensuring project integrity.

Throughout her career she has navigated complex challenges, including subcontracting requirements and contractor non-performance.

As a member of the Events and Awards Subcommittee within SAICE PMCD, her current focus areas include professional registration with SACPCMP and ECSA.

Outside of work, she is a golfer and really enjoy the strategic challenge and camaraderie that comes with the game.

Tinashe J Mukalela

Tinashe J. Mukalela is a dually registered Professional Engineering Technologist (ECSA) and Professional Construction Project Manager (SACPCMP). He serves as Chief Operating Officer of AvenirBuild (Pty) Ltd and Project Manager at AvenirHoldings, where he leads multidisciplinary teams in the planning, coordination and delivery of infrastructure projects across the water, energy, transport, mining and built environment sectors.

With over a decade of progressive experience in consulting and construction, Tinashe has developed strong capability in engineering design management, project execution, contract administration and stakeholder engagement across public and private sector clients. He is currently pursuing a Master’s degree in Engineering Management at the University of Johannesburg, supported by a B-Tech and National Diploma in Civil Engineering.

Tinashe is an active contributor to the engineering profession, serving on the National Executive Committees of the CESA Young Professionals Forum and the SAICE PMCD. His leadership, professional excellence and academic achievements have been recognized through national awards, including the 2025 CESA AON Young Engineer of the Year, the 2024 SAICE PMCD Young Constructor of the Year and the Exceptional Academic Achievement Award for his Master’s studies.
Norman Milne - SAICE PMCD

Norman Milne

Contractual affairs Sub-Committee Representative

Norman had over 45 years’ experience in the construction industry with 2 major contracting companies primarily involved in heavy civil engineering and earthworks projects.

He retired from the industry 2019 and established DNM Claims Consultants, providing both dispute avoidance and dispute resolution services to the construction industry.

He is a Fellow of the Association of Arbitrators, a past President of the South African Forum of Civil Engineering Contractors (SAFCEC), and an Associate Member of SAICE serving as Chairman of the SAICE Contractual Affairs Committee and lead in producing GCC 2025, as well as a member of the SAICE ADR Panel.

He has served as the Chairman of the Construction Adjudication Association of South Africa (CAASA) since 2021 and has a particular interest in why projects go wrong and what initiatives we need to put in place to deliver successful project outcomes.
